It can take up to 3 months from contraction for HIV to show up on a standard test (at a rate of around 97% if I'm not mistaken) which means it is certainly possible that someone can contract HIV from an undiagnosed person, and pass through an HIV test undetected. No banning at all is stupid and irresponsible.
